The Project Manager, International Ocean Governance Program, is responsible for the coordination and implementation of specific work-packages of the 'Project Port State Controls on International Illegal Fishing Project'. (S)he is responsible for overseeing, and/or conducting the advocacy work of the project.

This position forms part of a senior team of advocates for the marine environment within the Pew Environment Group, and reports to the Director for International Ocean Governance Reform.

Responsibilities

  1. Project-manage the advocacy work on behalf of the Port State Control on International Illegal Fishing Project, consistent with the objectives of the International Ocean Governance Reform Program. Contract and oversee a team of international consultants conducting the advocacy work on the Port State Agreement and other international negotiations related to the prevention of illegal unreported and unregulated fisheries.

  2. Project-manage research that supports the advocacy work of the project.

  3. Support the advocacy work of other projects or work-packages of the International Ocean Governance Reform Program.

  4. Coordinate the advocacy work with related projects within the Marine Program of the Pew Environmental Group and other conservation groups.

  5. Build strong working relationships with policy- and decision-makers to stay informed and to initiate policy reform to stop IUU fishing.

  6. Utilize the above working relationships to also achieve other objectives of the International Oceans Governance Program.

  7. Represent the Pew Environment Group at meetings and events where research findings are being discussed and at other suitable public events.

  8. Design budgets for designated work packages. Manage these budgets effectively. If over the course of the project costs appear likely to exceed the approved budget, identify the problem as soon as it arises and take steps to reduce costs or obtain authorization to exceed the budget.

  9. Identify, build and maintain working relationships with scientists and other experts that can advance the research or validate results in public forums.

  10. Develop and implement work plans with the Director of the International Ocean Governance Program. Prepare regular oral and written updates on progress. Coordinate activities with the project manager of the International Ocean Governance Program.

  11. Ensure compliance with PCT administrative requirements, including contracts, grants, donor relations, reimbursements, legal review, and general reporting.

  12. Perform other tasks as may be requested by the Director of the European Marine Program.

Requirements

  • A minimum of 8 years experience in international advocacy work; familiarity with the development and implementation of strategies to influence international policy
  • A minimum of 2 years experience in managing a team of employees or consultants operating internationally on policy related issues.
  • Strong networking skills. Experience in working with the private and governmental sector.
  • Demonstrated strong analytical skills. Ability to synthesize large amounts of information and to convert them into strategies and tactics.
  • Demonstrated ability to meet multiple deadlines by maintaining a high level of organization. Able to develop and move projects forward with a high degree of independence and autonomy, yet working in a cooperative spirit in a multi-disciplinary and multi-cultural team.
  • Excellent written and oral communications skills. Strong oral, presentation, facilitation, and written communication skills such that complex ideas, thoughts and concepts are clearly articulated for different audiences. Clear, effective writing style. Able to communicate the impact of research on conservation needs.
  • Strong interpersonal skills; able to develop and manage productive relationships with Pew staff, consultants, partners and others. Must exhibit flexibility and a commitment to working as part of a team. Excellent listening skills. Highly articulate.
  • Ability and preparedness to travel globally. Availability outside normal business hours will be required frequently.
  • Masters (or higher) degree in a relevant area or equivalent experience.
  • Effective use of basic Microsoft Office Suite software.
